Since the beginning of the colonial period, the politic of Spanish's crown transferred the privilege of miserable, as a way of government and administration of justice, to the Indian villages in the American viceroyalties, but in theory this privilege was not applicable for the slaves. Most of the literature explains the social resistance of the Indian villages without realise that miserability was the tool of the social resistance, because they were considered miserable and it entailed a series of advantages.
The slaves used the same tool, because there was a less visible political crown of protection since the beginning of the colonial period to them. However, most of the literature explains the slaves' protection focusing only in the end of the eighteenth century, connected to the enlightened despotism.
This hypothesis can be tested with the confluence of these social groups in Veracruz. We will examine the Indian village letters in the defence of their lands and the consequences in the local life. As well as, we will examine the slaves' letters when they escaped toward the Royal Audience of Mexico, where they could beg for their freedom or ask for a change of master, because they had been punished, although it was not always the truth.

The starting point of the English poor laws were the Parlament’s debates with the bill of 1536. By the 17th century the basic social welfare principles for early modern England were formulated and the ground for the poor rate was firmly laid by 1640. Within this almost centenary period the crises of 1590s and 1620s can be considered as the key phases for the poor laws enforcement.
The paper seeks to elucidate the complex impact of the corn and trade crises on the interpretation of the poverty problem by the late Elizabethan and early Stuart governments and implementation of the poor laws and the other measures against the rise of poverty.
According to M.L. Olson’s theory the members of large group of individuals with the common interests rationally try to maximize their own individual wealthiness and don’t seek to advance their common interests without pressure from outside or without an offer of an individual motive to this action on condition that the other members of the group undertake the part of expenses. The threat of the bread riots (with the menace of the Spanish invasion in 1580s and 1590s) promoted the awareness of the struggle against poverty as a common interest by the groups of the landlords, merchants, manufacture and capital owners and well-to-do countrymen. Simultaneously the crises were obvious and indisputable cause for the governmental compulsion of these groups and population at whole to provide the relief of the poor. The crises also necessitated new ideological injections for the grounds of the emergency measures. So the commonwealth theory could get new impulse for development in the minds of state and public men. The examination of the documental sources can reveal the crises’ influence on the communication channels between the central government and local authorities, the project activitivities and possible changes in the personal charitable activities in connection with the poor rate implementation.
